Affordable Care Act Open Enrollment Information

Changes affecting individual and family plans under the Affordable Care Act:

PPO plans will no longer be available in 2017. Only HMO plans will be available and some HMO plans will qualify for an HSA.

Due to this as well as the increase in individual and family medical / health insurance premiums and changes in provider networks, many small business are looking to obtain a group health insurance policy. On 11/01/16, is the beginning of open enrollment for Individual and Family Health Insurance plans. It is important to understand some changes that have occurred. Carriers are limited to offering HMO plans only, with some having the option for an HSA. While we understand it is a high priority to keep premiums low, it is important to consider the provider networks associated with the carrier and plan option you choose. Since smaller provider networks are more prevalent for 2017, we strongly suggest that before you make a decision on your coverage that you confirm your physicians, hospitals and pharmacies are contracted with the insurance company of your choice. Don’t miss the Open Enrollment deadline of 12/15/16 for an Individual or Family Health Insurance plan effective January 1, 2017!

Open Enrollment deadlines are as follows:

  • Applications and plan changes received by the insurance company by 12/15/16, will be effective 01/01/17
  • Applications and plan changes received by the insurance company between 12/16/16 and 01/15/17, will be effective 02/01/17
  • Applications and plan changes received by the insurance company between 01/16/17 and 01/31/17, will be effective 03/01/17

Open Enrollment ends January 31, 2016

If you miss the Open Enrollment deadlines, then your options to obtain coverage are as follows:

 1.      Special Enrollment Period

A time outside of the open enrollment period during which you and your family have a right to sign up for health coverage. In the Marketplace, you qualify for a special enrollment period 60 days following certain life events that involve a change in family status (for example, marriage or birth of a child) or loss of other health coverage. Additionally, job-based plans must provide a special enrollment period of 30 days.

2.      Short Term or Temporary Medical

These plans do not meet the minimum essential coverage requirements under the Affordable Care Act (ACA) and may result in a tax penalty. They are designed solely to provide temporary health care insurance during unexpected coverage gaps. To avoid the risk of penalty, apply for an ACA health insurance plan as soon as you qualify. Short Term health insurance plans make sense for people who missed Open Enrollment and do not have a qualifying event; rolling off their parent’s insurance; in-between jobs; recently discharged from the military; waiting for benefits to begin at a new job; waiting for Medicare; needing a temporary alternative to COBRA insurance; or losing health insurance coverage following a divorce.


If you miss the deadlines for 2017 coverage, the next Open Enrollment period begins on November 15, 2017 for coverage to begin on January 1, 2018
